Tunnel or no tunnel, traffic will be equally bad

Metro's own study shows essentially no traffic differences if the tunnel is built or not built. In other words, do we want to spend $10 billion of your tax dollars that do not solve the problem? Or do we want to explore real options that provide real solutions?
